Mandatory E-Invoicing in Romania
As of January 1, 2024, e-invoicing is mandatory for all B2B transactions in Romania. Taxable persons must issue electronic invoices in the structured XML format defined by the Ministry of Finance and submit them through the RO e-Factura system managed by ANAF. Invoices are validated and electronically signed by the system before being delivered to the recipient. Paper or PDF invoices are no longer considered compliant under the new regulations.
