As of April 1, 2025, the federal state of Rhineland-Palatinate in Germany has officially enforced mandatory B2G (business-to-government) e-invoicing. The obligation is introduced under the E-Invoicing Ordinance Rhineland-Palatinate (ERechVORP), which now requires public sector entities to issue and receive electronic invoices in line with national e-invoicing standards.
The new rules apply to all public institutions in the state and cover the entire B2G invoicing chain. Electronic invoices must be submitted in one of the following formats:

ZUGFeRD (XML only)
Invoices can be transmitted via:

Peppol network
However, prior registration is mandatory to use any of the available channels.
This move aligns Rhineland-Palatinate with broader EU and German efforts to digitize public procurement processes, increase transparency, and reduce administrative burdens.
