Mandatory e-invoicing in Iceland

Iceland, although not a member of the European Union, has implemented legislation for mandatory e-invoicing in the public sector (B2G).
As of 2017, all invoices to the public administration must be sent in a structured format compliant with the European standard EN 16931.

In B2B transactions, e-invoicing is not yet mandatory, but its use is steadily increasing. Companies are increasingly using Peppol BIS Billing 3.0 to streamline billing and ensure compliance in international transactions - especially since Iceland is part of the European Economic Area (EEA) and is aligning its regulations with EU standards.

E-invoicing standards in Iceland

The e-invoicing system in Iceland is based on international XML standards in accordance with EN 16931 and makes extensive use of Peppol's infrastructure.

The main components of the system are:

  • Peppol - the main channel for exchanging e-invoices in Iceland, used both in B2G and increasingly in B2B,

  • Peppol BIS Billing 3.0 - the current standard for structured e-invoicing in transactions with the public administration,

  • Private operators (Access Points) - e-invoicing service providers connected to the Peppol network, enabling document exchange between companies and the public sector.
