Mandatory e-invoicing in the Czech Republic

The Czech Republic currently applies mandatory e-invoicing only in the B2G sector, but plans to extend it to domestic B2B transactions as part of the reform of the VAT system and implementation of the requirements of the EU 's "VAT in the Digital Age" (ViDA) package.

Already, all invoices to the government must be sent in a structured format, and companies use the national ISDOC platform or integrated solutions from private operators.

According to the Czech Ministry of Finance:

  • in the first stage, it will be made mandatory for all companies to receive e-invoices,

  • in the next - the obligation to issue e-invoices in B2B relations, planned to be launched in 2026-2027.

The aim of the reform is to increase the automation of billing, reduce the VAT gap and prepare for the EU ViDA regulations.

E-invoicing standards in the Czech Republic

The Czech Republic has the ISDOC format, which is the national standard for structured e-invoices used in B2G and B2B relationships. The system is based on XML structures compliant with the European standard EN 16931, which enables automatic processing and validation.

Electronic invoices can be sent both through national platforms of private operators and, in the future, through a planned central e-invoicing gateway to support B2B exchanges.

The main components of the system are:

  • ISDOC - a Czech e-invoicing standard based on XML, compliant with EN 16931, used in the public and private sectors,

  • Private operators - e-invoicing service providers enabling the sending and receiving of invoices in ISDOC format,

  • EN 16931 compliant formats (e.g., UBL) - planned to be implemented as part of future B2B e-invoicing obligation,

  • Peppol - optional network used mainly for international B2B transactions; some Czech suppliers are accredited Peppol Access Points.
