Mandatory e-invoicing in Austria

Austria has been implementing mandatory e-invoicing in B2G transactions for several years now.
As of 2014, all invoices to the public administration must be issued in a structured format and sent via the central USP (Unternehmensserviceportal) platform or the PEPPOL service.

In B2B transactions, e-invoicing is not yet mandatory, but an increasing number of companies are implementing it voluntarily, using formats that comply with the European EN 16931 standard and the Peppol network, to streamline billing and prepare for upcoming changes under the EU 's "VAT in the Digital Age" (ViDA) package.

The e-invoicing system in Austria is based on structured formats in accordance with EN 16931 and supports both B2G exchanges and voluntary B2B implementations.

The main components of the system are:

  • USP (Unternehmensserviceportal) - a central platform for sending e-invoices to public administrations,

  • Peppol - the primary electronic communication channel in B2G relationships and increasingly used in B2B; Austria is among the early adopters,

  • ebInterface format - Austrian national e-invoice standard based on XML, compliant with EN 16931,

  • European formats (UBL, CII) - supported in cross-border exchanges and by operators operating in the Peppol network.
